On the 9th March 2017, Scottish Government issued a Scottish Procurement Policy Note 1/17 (SPPN) that set out how BIM should be adopted within public sector procurement from the 6th April 2017.
Which Projects are Covered by SPPN 1/17?
The policy placed all new public sector construction projects into one of three catagories:-
- Where a new project is above £2m (Regulated Project) and the public body is within scope of the Public Finance Manual, then the project is required to be assessed for BIM through the BIM grading tool and comply with the assessment.
- Where a new project is below £2m (non Regulated Project) and the public body is within scope of the Public Finance Manual, then the project is asked to be assessed for BIM through the BIM grading tool.
- Where a new project is being delivered by a public body outwith scope of the Public Finance Manual, then the new project is asked to be assessed for BIM through the BIM grading tool.

A new project is a project that commences development beyond the 6th April 2017 and whereby no design consultants have yet been appointed.
